Greeks like their PM but unhappy with coalition government: poll

ATHENS (Reuters) - Most Greeks are unhappy with their coalition government but continue to support its technocrat Prime Minister Lucas Papademos, an opinion poll showed Saturday.


Pressure is building on Athens to conclude a deal to cut its debt load. Government negotiations with bankers and insurers broke up without agreement Friday, although officials said more talks are likely next week.


The survey by pollster Public Issue for Sunday's Kathimerini newspaper showed that 91 percent of respondents were dissatisfied with the government, up from 80 percent in an early


December poll.


The three-party coalition government was formed in November to push a bailout deal and take the overborrowed country to elections, now tentatively set for April.


Papademos's approval rating remained higher than his government's, though it dropped slightly to 55 percent from 60 percent registered in the December poll.


Also, 50 percent of respondents said they did not see a need for immediate elections.


The poll, conducted on January 5-10 on a nationwide sample of 1,018 Greeks, showed the conservative New Democracy (ND) party maintaining its lead over the PASOK socialists but unable to secure an absolute majority if elections were held today.


New Democracy would win 30.5 percent of the vote versus 14 percent for the socialists and 12.5 percent for the communist party, which is not part of the coalition government.


"The political landscape remains fluid. New Democracy leads but without outright majority," Kathimerini said.

ROME (Reuters) - Italian Prime Minister Silvio Berlusconi refused to step down on Friday despite a party rebellion that has brought his center-right coalition to the brink of collapse in the face of a growing economic crisis.


Berlusconi is widely believed to have already lost the numbers he needs to survive in parliament but he told reporters at a G20 summit in France: "We have a majority which I continue to believe is solid and so we will continue to govern."


The 75-year-old media magnate described party rebels as traitors to the country but said they would return to the fold once he spoke to them, despite the economic crisis that has fueled an open revolt in his ruling PDL party.


Underlining the foreboding atmosphere, yields on 10-year Italian bonds hit a euro lifetime high of 6.43 percent at one point on Friday, close to levels which led to bailouts of Ireland and Portugal.


President Giorgio Napolitano issued the latest in a series of alarmed calls for political consensus to pass painful economic reforms, saying the country was suffering a grave crisis of international confidence.


Berlusconi, caught in the crossfire from European powers and the party revolt at home, agreed at the summit to IMF monitoring of economic reforms which he has long promised but failed to implement. He said he had turned down an offer of IMF funding for Italy.


In an interview with BBC television IMF managing director Christine Lagarde said Italy had been right to ask for expert guidance in making sure it sees through fiscal reform.


"Italy considers that it does not need the money and Italy considers, rightly so in my view, that it needs the credibility of an expert independent third party to actually verify that their promises are delivered upon," she said.


"We will check that what Italy has promised Italy is delivering. And if it is not delivering I will say so."


All this may soon be irrelevant to Berlusconi who returned home on Friday to face what looks increasingly like a deadly rebellion by his own supporters.


The strains in his government were on display in Cannes where Economy Minister Giulio Tremonti -- with whom he has long had frigid relations -- refused to directly answer a question on whether he agreed Berlusconi could continue.


With financial markets in turmoil over Greece, and Italy viewed as the next domino to fall in the euro zone crisis, calls are mounting for a new government to carry through reforms convincing enough to regain international confidence.


Berlusconi says the only alternative to him is an early election next spring, rather than the technocrat or national unity government urged by many politicians and commentators.


DEFECTIONS


Two deputies from Berlusconi's PDL party this week defected to the centrist UDC, taking his support in the 630-seat lower house of parliament to a likely 315 compared with the 316 he needed to win a confidence vote last month.


But at least seven other former loyalists have called for a new government and could vote against him.


"The (ruling) majority seems to be dissolving like a snowman in spring," said respected commentator Stefano Folli in the financial daily Il Sole 24 Ore. Other commentators spoke of an "inexorable" revolt against Berlusconi.


Even Defense Ministry undersecretary Guido Crosetto, a Berlusconi loyalist, said on television: "I don't know how many days or weeks the government has left. Certainly a majority relying on a few votes cannot continue for long."


Berlusconi, one of Italy's richest men, still has significant powers of patronage and he and his closest aides are expected to spend the weekend trying to win back support for a parliamentary showdown on Tuesday.


Some rebels have already threatened to vote against Berlusconi in the vote to sign off on the 2010 budget.


Berlusconi faced concerted calls to resign when he lost a previous vote on this routine measure, which was almost unprecedented. Although it is not a confidence motion, he would come under huge pressure if he suffered a second defeat.


"Unpopular prescriptions are necessary and this challenge cannot be faced with a 51 percent government," said UDC leader Pier Ferdinando Casini, in a reference to Berlusconi's weakness and a widespread feeling that the reforms can only be passed with a broad consensus.


The premier has promised European leaders he will call a formal confidence motion within 15 days to pass amendments to a budget bill incorporating new measures to stimulate growth and cut Italy's huge debt. That will be in the Senate where he has a more solid majority but it could still bring him down.


Berlusconi said in Cannes these amendments contained 90 percent of reforms promised to European leaders, but a decree law would also be drawn up with further measures.


Berlusconi, beset by a string of sex scandals and court cases, has consistently resisted pressure from groups ranging from a powerful business lobby to the Catholic Church to stand down.


President Napolitano said during a visit to the southern city of Bari that Italy was at the center of concern by international and European institutions and must quickly implement reforms it had promised to EU leaders.


"A serious crisis of confidence has emerged toward our country, in Europe and not only in Europe. We must be aware of this and rather than feeling wounded, be spurred on in our pride and determination to respond," Napolitano said.

Athen (Reuters) - griechischen Premierminister George Papandreou überlebt ein Vertrauensvotum im Parlament am Samstag, Snap-Wahlen, die hätte Griechenlands Schulden Rettungsplan viel torpediert und entzündet die Wirtschaftskrise der Euro-Zone zu vermeiden.


Aber die Nation blieb mired in politischen, wirtschaftlichen und sozialen Aufruhr und Papandreou signalisiert, er würde zurücktreten, fordern eine neue Koalition, die 130 Mrd. Euro ($ 179 Milliarden) Rettungsaktion rammen durch das Parlament befassen und vermeiden die Nation, die in Konkurs gehen.


Papandreous sozialistische Regierung gewann mit 153 Stimmen in der 300 Abgeordneter und eine Rebellion von einige Dissidenten in seiner PASOK-Partei ausgeblieben, nachdem er darauf hingewiesen, dass ein Ende seiner Amtszeit als Premierminister war.

Die Führer Frankreichs und Deutschlands sagte Papandreou diese Woche, die Griechenland keinem Cent mehr Beihilfen erhalten würde wenn Griechenland genehmigen die Rettungsaktion, was bedeutet, dass der Staat Geld im Dezember ausgehen.


Papandreou sagte Parlament, die er würde an den griechischen Präsidenten am Samstag gehen, Bildung einer breiteren Regierung zu diskutieren, die gewährleisten würde, dass das Rettungspaket, fügte hinzu, dass er bereit war, zu diskutieren, die eine neue Regierung Kopf würde.


Das Treffen wird um 12.00 Uhr (6 Uhr EDT) stattfinden.


KEINE SCHNELLEN WAHLEN


Papandreou zurückgewiesen Anforderungen für schnelle Wahlen, wie von der Opposition. "Wahlen im Moment nicht nur gleich Katastrophe aber könnte nicht statt im besten Interesse der Menschen," sagte er.


"Es gibt eine Lösung. Unterstützen zufügen (EU-Rettungsaktion) mit einem pluralistischen Ansatz, ohne Wahlen, eine starke Regierung."


Masamichi Adachi, senior Economist bei JPMorgan Securities Japan, sagte das Hauptanliegen war, was passieren würde, als internationaler Geldgeber wieder in Athen in den nächsten Monaten zur Beurteilung des Fortschritts des Plans Sparmaßnahmen und "finden sie sie andernfalls wieder."


"Dies nur entfernt den Zeitpunkt für das eigentliche Problem drängt. Natürlich ist es begrüßen, dass Griechenland nicht Sie heute sprengen, aber es nicht das Problem löst. "


Griechenland hat von Qualen seit abgezogen wurde, kurz nachdem Papandreou 2009 macht gewonnen und ergab, dass das realen Haushaltsdefizit dreimal größer als die ursprünglichen Schätzungen, die von seiner konservativen Vorgänger löschte.


Internationale Investoren hat Angst, Griechenlands Fremdkapitalkosten stieg und Papandreou musste letztes Jahr noch bereit, zu erschwinglichen Preisen--die Europäische Union und der IWF verleihen nur Einrichtungen in der hand Kappe gehen.


Im Gegenzug forderten sie Welle nach der Welle der Ausgabenkürzungen, Steuern steigt und pension Kürzungen, die weit verbreitete Proteste auf den Straßen auf die griechischen Städte, mit blutigen Auseinandersetzungen zwischen Demonstranten und der Polizei in Athen.


Auf den Finanzmärkten sagte Analysten sein Sieg war Pyrrhus, und viele gewöhnliche Griechen sagte, dass sie mit byzantinischen politische Gerangel, die nicht ihre Grundbedürfnis für Arbeitsplätze und Cash Adressierung wurde enttäuscht wurden.


"Auch wenn er die Wahl gewonnen hat, beschäftigt er in einem Spiel von Brinkmanship... Für mich bedeutet lediglich, dass seine Tage an der Macht sind gezählt,", sagte Jurgen Odenius bei aufsichtsrechtlichen Fixed Income, in Newark, New Jersey, USA.


"Mindestens, hat aber das Schlimmste vermieden worden wo keine neue Regierung gebildet und Griechenland wird in Standard. So zumindest sind wir zurück, wo wir waren, vor."


Quellen sagten, dass Finanzminister Evangelos Venizelos gewonnen hat, die Unterstützung der Führer der einige kleineren Parteien eine neue Koalition zu unterstützen, die er Kopf würde. Quellen nahe an das Abkommen sagte die neue Regierung nennen würde vorgezogene Wahlen in ein paar Monate nach die Rettung gesichert hatte, der Nachrichtenagentur Reuters.


Die Führer der rechtsextremen LAOS Partei und anderen Mitte-Rechts Partei angegeben nach Papandreous Rede, dass sie in eine neue Koalition zusammenarbeiten würde.


Im Parlament, sagte Venizelos eine neue Regierung sollte herrschen bis Februar nächsten Jahres und rufen Sie dann Wahlen.


Oppositionsführer Andonis Samaras gezählt sein Nea Dimokratia aus der Koalition, sagen, dass Papandreou seine Forderung nach einer Regierung der nationalen Einheit zurückgewiesen hatte. "Herr Papandreou hat unseren Vorschlag abgelehnt. Die einzige Lösung Wahlen ", sagte er.
